Reason: U may face Refuge When u r food reaches to zero, If u have too much troops upkeep (TU)
Solution: have enough food by plundering NPC/producing more/gethering in 1 city/buying/buff ups/hero politics high/capture food valley

Effect: Hero becomes captive/removed from the feasting hall
Reason: low on gold coz of low on population coz of high tax/high public grievance/low loyalty.
Solution: Manage tax/lavy gold/comforting/borrow gold from others/move or dissmiss hero (from this city to other city by re-inforcing,so this city's net profit come in +ve)
